A model for intermediate time scales was presented, based on conservation laws. For data networks the order of the two rules to model traffic flow at nodes is inverted w.r.t. vehicular traffic, since packets can be more easily re-directed on the network. Thus we use the rules:

(A) the through flux is maximized.

(B) fluxes distribute on outgoing roads according to fixed coefficients (respecting rule (A));
